In the Pennsylvania convention, Mr. Wilson, a gentleman who had taken a leading and honorable part in the convention that framed the Constitution, said : " I consider this"' (that is, the clause giving Congress the power to abolish the slave importation) "as laying the foundation lor banishing slavery out of this land. The new States that are" to be formed will he under the control of Congress in this par- ticular, and slaves will never be introduced among them.
