" And, " having forfeited their rights, they can never be restored to their former position, except by the consent of the Fed-
... eral Government. This consent may be given by admitting them as new States, or restoring them as old — the Government having the right in either case to annex terms and conditions. " This definition I take almost literally from a well written article in the " Atlantic Monthly" for August, in support of this theory. It will be seen that the argument assumes that the rebellion has been so far successful, that it has actually dissolved the political connection of the rebellious States with the Union ; but has not wrested from the United States the right of eminent domain over the territory, nor ab- solved the inhabitants from their allegiance to the Federal Govern- ment.
