I do not snppose that there is an intelligent man in West Tennessee, or even in all rebeldom, who dees not know that the Southern Con- federacy is "played out," and is an utter failure, and that such a thing as any other Government than the Govern- ment of the United States is simply impossible.
Such being the fact, we can aftbi'd to be magnanimous and forgiving towards the mass, who have been by wicked, cruel and ambitious men, seduced from the paths of duty and involved in ruin.
