No naturaliza- tion laws... having been passed, there was no legal impediment to their exercising the right of suffrage. The whole proceeding — not having the consent of Congress, the rightful legislature of the territory — was illegal and revolutionary. I repeat, Mr. Chair- man, that with all these irregularities we find every party in Con- gress from the Northern States in favor of the admission of Cali- fornia into the Union — and why ? For no other reason than that slavery has been excluded by her constitution.
