If the Government will require the common carrier to build and furnish promptly all cars that the packers need, there will be no complaint on that score; but it is my deliberate judgment it will never be done.
In that connection I would make this suggestion, that until it is demonstrated that the railroads will build and furnish sufficient cars for the packers' use, it is in the 21 interest both of the producer and the consumer, even if you disregard the packers altogether, that the packers be permitted to retain their present cars, for they have scarcely enough at this time.
