Certain of their leaders, among them Williams, advo- cated emigration to the West. It appears that Wil- liams, who was a born intriguer, conceived the ambitious idea of taking advantage of this movement to establish an Indian empire in the country west of Lake Michi- gan, with himself as dictator.
