I have already argued that the authority of the Legislature over the Judiciary was excessive, and if we regard the Constitution closely, we shall find the same criticism applicable to the relations of the Assembly to all the inferior members of the State. Directly or in- directly, the Assembly had the power of influ- encing the selection and therefore the policy, of all State oflicers.
