You had only the evening be fore repeated to me the explicit promise made by you and Mr. R...yan to the Committee of the Indian Rights Association, on the 1 2th inst, that you would, just as soon as the estimate reached your Committee, introduce and secure the passage of a joint resolution appropriating the sum asked for. " You were informed in the letter from the acting Secretary of the Interior, which accompanied this estimate, and which was referred with it to your Committee, that the agent at the Blackfeet Agency had been instructed by the Department to exhaust his supplies by the 3ist of March, and that unless supplies to meet the deficiency were sent in by the I5th of January, that it would be all but impossible to get them in through that country in time to prevent starvation.
