At the opening of the present century, the total number of inhabitants of Canada was less than five and one-half millions. During the next decade it had in- creased to seven and one-quarter millions 1 and is estimated to be at least eight and one-half millions in the present year. 2 The urban population, constituting 37. 8 per cent, of the whole in the year 1901, had increased to 45. 5 per cent, in 191 1. 3 During this first decade of the twentieth century, the population of Western Canada was

In the province of Saskatche- wan, for example, the rural population increased 389 per cent, and the urban communities of the same pro- vince increased 652 per cent. 4 But while the rural population of Ontario and the Eastern provinces was virtually at a standstill, or even showed a decline, that of the cities in the East as well as in the West went steadily forward. In 1901, the combined population of the largest 20 cities in Canada was 952, 170, but by 1911 this had reached 1, 722, 203 an increase of 80.
