All collectors, as well as other principal customs officers, are re- quired to give an account to the Treasury of all emoluments and also for all expenses incident to the offices which may be paid from the fees. They are required to execute and carry into effect all instructions of the Secretary of the Treasury in regard to the revenue laws, and in case any difficulty arises to adhere to the con- struction placed upon the law by the Secretary of the Treasury.
