...d for the purpose of securing forever the free and equal right of navigating such canal to all nations upon payment of reasonable tolls.
In 1839 the House of Representatives adopted a resolution re- questing the President to consider the expediency of negotiating with other nations for the purpose of ascertaining the practicabil- ity of effecting a communication between the Atlantic and Pacific by the construction of a ship canal and for the free and equal right of navigating it to all nations. Neither of these resolutions obtained any practical result, but that of the House of Represent- atives seems to be the first suggestion of the construction of an in- ter-oceanic canal by the American government.
