Bert- THE CONTINUATION SCHOOL 235 ram, the great organizer of the continuation schools of Berlin, says: (English Special Reports, 9, 452): "In cases where it is not possible to introduce the real con- tinuation school the obligatory continuation school must be accepted as a makeshift.
