...be contrary to American interests and to the traditional policies of the United States, if they were not actually violative of the Constitution, that the President's interpretation of the popular will was seriously questioned. When, in addition to this opposition to the covenant, — which was seized upon with avidity by Mr. Wilson's personal and political enemies as an opportunity to discredit him at home and abroad, — the injustice of certain settlements in the treaties was manifest, the opposition to a guaranty, which might require coercive measures to enforce such settlements, increased and greatly strengthened the oppo- nents of the covenant, and in fact had much to do with preventing the ratification of the treaty in the Senate of the United States.
