Fifteen years since, under a so-called strictly revenue tariff, our customs revenues were but $50, 000, 000 and we were compelled to borrow $30, 000, 000 to meet our regular annual expenditure, in- cluding but little charge for interest. Under a protective tariff we have collected more than $200, 000, 000, and can, at any moment, have it restored to even a larger amount. Instead of this, it is now proposed to give us a system that, at its best, offers opportunities for fraud that are almost bou...ndless; and yet so clumsily contrived as almost to warrant the idea that it had been intended to afford oppor- tunity for evasion in every possible shape and form. That the effect of this, upon the revenue, must prove most disastrous appears so clearly obvious that it occurs to me, Mr. President, to suggest the question as to how the deficiencies may be supplied. Throughout the war, perfectly free to determine for ourselves our course of 27 action, we taxed for national purposes raw materials and manufac- tured products of almost every description; but by this treaty we in effect declare that such taxes shall never be again imposed, however great may prove the need.
