The power to regulate commerce among the States and with foreign nations had been conferred upon the national government by the Constitution of the United States. Commerce was recognized by the highest judicial authority as having a compre- hensive meaning far more extensive than mere trade. It embraced all forms of intercourse, and The Study of Law 97 the power to regulate it involved the establishment of rules by which such intercourse should be governed.
