In the single Church of Ephesus it was not an individual ruler, but a company of rulers whom the Holy Spirit had made overseers ; and, indeed, these officers of the Ephesian Church seem to have been a pretty large company (Acts xx. 17, 28). This plurality of rulers in every Church is a feature of the primitive polity which has long disappeared from all the Churches except the Presbyterian. It is not found anywhere among the Episcopalians ; for the thing distinctive of their system is the entrus...ting of the government.
