The certain result would be to harm the funda- mental principle of our political system, — that of free speech. We could go further and make it a penal offence for men to associate themselves, how- ever privately, for the purpose of supporting an- archistic views. By so doing we would drive the members of this sect into hiding, when the only chance of finding them would be by a system of police and spies, such as would be utterly repugnant to our national spirit. How successful this would be we... may again judge by the result in Russia, where they do these things much better than we can hope to, yet there are doubtless more and abler anarchists in that country thian in any other. In fact, in the Tsar's dominions this sect originated, and there alone it has found support in the educated classes.
io8 THE CITIZEN Thus, while any effort to suppress the anarchists in this country would be quite certain to fail, the steps we should have to take in order to attain this failure would overthrow the principle that men shall in our commonwealth have the right to think and speak with perfect freedom; that their responsibil- ity to the law is for their deeds alone.
