I admire the soundness of the decision ; but the answer given does not solve the question. Special levies of large amounts to meet the demands of Australian strikers or provide the out-o'-work funds for smash- ing up Liverpool cotton operators are raised with apparent ease ; why not, therefore, a special levy to establish a self-governing workshop.?
