The State and City as Shareholder. — The inter- mediate form of obtaining control of share holdings has grown considerably in Switzerland, where several of the cantons are predominant shareholders in salt works and also in electricity works. In St. Gall, for example, there were State electricity works and works belonging to a company. The company realized that competition would ensue and approached the State Government. Difficulties of a legal nature stood in the way of the State Government tak...ing over the whole undertaking, so a syndicate of shareholders was formed which sold a majority of the shares to the Government of the canton. If one went by the statistics, its works would be counted as belonging to a company, although in reality, through the ownership of a large majority of the shares, it is entirely controlled and worked by the State.
Hundreds of cases could be named where the State and municipalities are large shareholders in companies. This method is very convenient where conflicting in- terests are involved.
