The clause gives a concise expression of the purpose of the majority of the convention to render the entunerated powers of Congress ade- quate to the promotion of the general welfare of the nation, in matters to which the exercise of any of the enumerated powers is appropriate, and to which the powers of the respective States are inadequate. There is, I think, no justification in the history of the convention for the opinion that its members intended to bestow upon Con- gress the power to legislate generally for the wel- fare of the Union; but the history of the times, and its proceedings, show that they did intend to so enlarge the enitmerated powers, that each should include all measiu-es properly within its particular field, and adapted to promote the general welfare of the country by legislation in that field.
