... 'Superintendent of Public In- struction. The Board shall also in the year 1913, and every third year thereafter, cause to be taken the census of children of school age and make returns thereof to the Superintendent of Public In- struction, and at the same time other school officers are required to make returns; and for neglect of duty the members of the Board shall be liable to the same penalties. This census shall be taken under regulations approved by the State Board of Education.
For the years in which no census is required to be taken, the Superintendent of Public Instruction shall determine the amount per capita to be paid over to the Board of Education of such cities, by adding annually to the number of children of school age as shown by the next preceding census actually taken, such increase or addi- tion as he may ascertain to be the annual increase of children of school age in the district upon averaging the yearly increase shown by the three actual enumerations next preceding: Provided, however, KENTUCKY SCHOOL LAWS 1914.
