In Rome the government was at first so much the more aristo- cratic than at Sparta, as there was no king to divide the honours or the authority of the state with the closely banded strength of the patrician interest ; but there was a people in Rome instead of a popvdation of helots, and this people gradually grew in strength, and knew to assert its rights so powerfully, that in the full aspect of its manhood the Roman polity might well be described as a strong aristocracy moderately tempered by... popular rights. In this respect it presents a striking analogy to the British constitution as it existed before the Reform Bill of 1832 ; and indeed, if the Roman ajistocracy had been wise enough to retain their king, they might have boasted a constitution that, in its whole history, would have presented a close parallel to our own. Even as it is, there is no state in whose fortunes so much of British constitu- tional history lies prefigured as in ancient Rome. The Roman senate was a body composed of three hundred of the most honoiu:able and well- tried members of the state, belonging principally to aristocratic families, and holding their seats for life.
