The per- sonal preferences — or the "instructions"— of the census taker inevita...bly falsify the results. The Roumanians lay claim to the Province of Bessarabia on the ground that seventy-five per cent of the population is Roumanian.
The Russian census states that less than fifty per cent speak the Roumanian- language. One figure is quite as likely to be true as the other. The most notorious instance of conflict in the statement of "fact" is furnished by Macedonia. The Serbian, Greek and Bulgarian govern- ments have been for years "cooking" statistics to prove their claim, to this territory.
