Of equal importance are the resolutions in favour of the annexation to Natal of the Free State and the Trans- Vaal, which were adopted by the House of Assembly on the 19th of August last. These resolutions declare that a union between the British colonies and the Dutch Republics would be mutually beneficial, and that the dependence of the latter on the Cape Colony and Natal " favours the belief that, sooner or later, they will be " desirous of coming under the dominion of the British Go- " vern...ment. " The author of this plan of a South African Confederation is really Sir George Grey, who, in a remarkable despatch which was addressed to Sir Edward Lytton, on the 19th November, 1858, elaborated the policy which the Natal Legislature has now revived. The resolutions raise a very large and momentous question one which cannot be decided superficially or by theoretical con- siderations, however reasonable. One thing is certain, that a Federal union will not meet with the approval of the statesmen of this country, unless it be self-supporting ; and this, therefore, is a point to which its advocates should at once direct their atten- tion.
