The principle of using every section sixteen for schools for the benefit of the inhabitants of the town- ship in which the section was located was retained, however. In Ohio and Indiana the management of the school lands was left to the township; in Illinois the management was in the hands of the legislature. The enabling act which was finally accepted by the territory contained two important provisions concerning education.
