In Ohio and Indiana the management of the school lands was left to the township; in Illinois the management was in the hands of the legislature. In all three states the funds derived from the section sixteen in any township had to be used for school purposes within that township, so in practice there was very little difference be- ...tween the first plan and the second. This second plan was im- portant because it made easy the transition from the early plan of township control of school lands to the final policy that was developed.
