It has been absolutely necessary in modern times to extend the functions of the State in two directions. One is the better protection of personal rights — ^particularly in the economic sphere. The other is the organization of community might go about -with an infectious disease upon him, in which case the rest of the community who believe in the reality of infection would certainly be right from their point of view in shutting him up.
