We are most likely to judge this Administration, by those that have preceded it, and our judgment may be more or less correct, in proportion as we consider the obstacles with which each have been forced to contend. Peace has a regular routine of rules, forms and precedents, and comparatively a beaten path to success, while war, and more especially a civil war, breaks up, changes and disorganizes the entire system — religious, social, political and financial.
