A temporary disturbance (even if only partial) in the working of ...the oversea transport of food-supplies would bring about the severest disturbance and crisis in Great Britain, and not only in the direction of raising the price of food commodities, but also a financial overthrow and collapse. . . . England carried out her last important sea battle one hundred years ago, and since then she has become vulnerable, and it is this which accounts for the nervousness of the entire English people. The position of Germany, which is yearly becoming less vulner- able, is more and more apparent to Englishmen.
