This has never been attempted. In 1896, coerced by the exposures of injustice made by the select committee of 1894, the Conservative government passed another act which purported to remedy the wrongs, particularly as to tenants' improvements, which the select committee had brought to light.
In the hands of its administrators this act proved as futile as its predecessors.
