But whatever fac- tors enter, these could be compensated for if trans- portation, using the term in the large sense, could be held to the normal plane of efficiency. Break- down of transportation may be relative or absolute ; relative, when shipment of the necessaries is neg- lected on account of preoccupation with military tonnage (as in America), absolute when the total carrying power of the transportation systems has fallen below normal (present condition in Ger- many).
