As the Parliament was sure to offer a most de- termined opposition, Calonne induced the king to have the reform-propositions submitted to an as- sembly of Notables. It was a repre- sentative assembly, and yet in no sense did it really represent the people; it was composed exclusively of members of the privileged classes, even the few
...that were to figure as representatives of the third estate, i. «., of the overwhelming majority of the people, being of the privileged minority of their own order, and all the members were not elected, but appointed by the king.
The Notables did exactly what one had to ex- pect from such a body. The reforms proposed by the minister cut deepest into the flesh of the clergy, and it was principally the clergy that unhorsed him. Mirabeau wrote : " It is much less to the public cause than to the clergy that the Notables have sacrificed Calonne." ^ 1 Lom^nie, IV.
