" To conclude, we reject the proposed Pro- vincial Executive for the same reason for which the proposal for a separate council to deal with reserved subjects (paragraph 250) is rejected, viz. , 'because it appears to us to emphasize most unwisely (and we would add gratuitously) the severance between the two elements in the ad- ministration which it should be our consistent aim to bring together as closely and continuously as possible.
