" It is difficult to believe that this declaration was delivered after reading a book which contains the story of Mr. Balfour's dealings with Mr. Ritchie, Lord George... In The Mirrors of Downing Street I did not go so far as to tell this story in full; I merely suggested it; but here it is, in the volume which my critic uses to vindicate Mr.
