While, however, Mr. Lincoln thus upheld and defended this Louisiana plan of reconstruction, yet he conceded that in applying it to other States, with their varying conditions, " no exclusive and inflexible plan can safely be prescribed as to details and collaterals." The entire speech shows the greatest solicitude to make no mistake necessitating back- ward steps, and consequent delay, in reconstructing the Eebel States into Loyal ones; and especially anxious was he, in this, his last pubhc utterance, touching the outcome of 41 642 THE GREAT CONSPIRACY.
