Col. Reuben May, a Vernon county farmer, was chosen Chairman of the Convention, and John M. Binckley and George Godfrey, both of Milwaukee, were Secretaries.
While the Committee on Credentials was engaged in its duties Mr. Allis addressed the Convention. His opening words explained that the State Central Committee, of which he was a member, had "deemed it proper before proceeding to the business of the Convention that one of their number should address" it, "upon subjects pertinent" to the cause and the business of the gathering.
