Chief Engineer Hughes began the work of loqating the starting point this morning. He began from the top of the Water-tower, sending the balance of his force across the river. The Washington University instruments will be used and Prof. Nipher will assist in taking the obser- vations. It will probably require five days to locate the starting point The calculations must be absolutely accu- rate. If there is an error of 1-64 of one inch in the measurements at the starting point, the line would be five miles out of the way at Chicago.
