Then returned, in order to swear in Mr. Hopkins; when a protest was... entered against it, grounded upon an act of common-coun- cil, which directs, that no person shall enjoy the olhce of chamberlain of this city, that has not served an apprenticeship of seven years, or obtained his freedom by patrimony ; to neither of which Mr. Hopkins had any pretension, he having acquired his freedom by purchase. After a long debate, he was sworn in upon the following condition, " that he should act officially, till a legal determination be had in a court of law. " In the month of October, warrants were issued from the Admiralty-office, to all the sea-ports and principal towns in England, to impress men into the service of his majesty's navy.
