THE campaign of 1793 terminated on all the frontiers in the most brilliant and successful manner. In Belgium it had been at length deemed preferable to go into winter quarters, in despite of the plan of the committee of public welfare, which had been anxious to profit by the victory of Watignies, to en- close the enemy between the Scheldt and the Sambre. Thus at this point the aspect of affairs had not changed, and the advantages of Watignies were still ours.
