On its part, royalty, while declaring that it only wished to concern itself with the political privileges of the Calvinists, seemed in reality to have undertaken the task of menacing their religious existence. The peace of 1622 had been signed, and an order issued for the construction of a fort at the very gates of La Rochelle, notwithstanding the complaints of the in- habitants, and the reiterated assurance of respecting their privileges. Fort Louis, in fact, was no territorial defence : its only reason for existence was as a means of overawing the city. Several times promises had been made to level it ; but they were only given to trifle with the Rochelais. At heart, it was intended to maintain it, and to use it, should need be, against the place.
