It is clear then both from the point of view of current expenses involved in teachers' wages and likewise of per- manent capital investment, that the favored few in the high school receive an undue pro- portion of the money of the taxpayers in com- parison with the many children of the work- ing classes who never enter the high school or waste a year of unprofitable study in the low- est class of that institution.
