Mr. Wharton, in his introduction to the "American State Trials, " refers with just pride to the Monroe declaration in the following terms : "At last the United States, which fifty years ago could hardly keep its central territory from being carried away under its very eyes, announced to- Europe that it would consider any foreign interfer- ence in the affairs of the American continent as a cause of war ; and Europe listened and acquiesced.
