What reading level is The International Crisis the Theory of the State Lectures Delivered in Februar book?
To quickly assess the difficulty of the text, read a short excerpt:

There are few people in this country who would wish to destroy either the fleet that guards our shores or the police who protect our property and our lives. That the State is, among other things, a power, 1 is obvious enough. But it is not power for the sake of power : it is power for the maintenance of welfare. The State exer- cises this power in a large way, the individual in a relatively small one ; but the principle is essentially the same. The police, for instance, could not protect us, if... they were not able to rely upon the support of the man in the street. The power of the State is simply an organized extension of the power of individuals. Such an organization makes possible the continued advance in national welfare which otherwise would not be possible ; and this I take to be the significance of all forms of might in human life.
1 If Treitschke had said that Government is power, he might have been nearer the truth. But the State is more than the Government.
in MIGHT AND RIGHT 79 What I am seeking to maintain is that there are two things that we have always to bear in mind — what is good and what is possible.
