98 THE LAIRD OF LAG were crammed with prisoners, as the number of petitions for release, to be found in the Privy Council Records, show. The miseries to which the unfortunate inmates were exposed could perhaps be properly realised only by one who remembered the narrow, gloomy interior of the old Edinburgh Tolbooth. It gave the idea — as he writes — of the crowd of prisoners packed in it ^ much like the inmates of an emigrant ship. ' ^ Only three months before the date of these occurrences the new Government, under the pre- sidency of the Duke of Hamilton, had adopted their ' Declaration of Estates and Claim of Right, ' by which it was sought to render it illegal to imprison persons without expressing the reasons of their confinement.
