Prior to 1906 there was substantially no trans- portation in Alaska except by the waterways. It is true the White Pass and Yukon Railroad from Skagway at the head of the "Inside Passage" on one side of the mountain to White Horse at the head of navigation on the Upper Yukon, on the other side, was begun in 1898 and completed in 1900, but only the first twenty miles of this road — from Skagway to the summit of the White Pass — is on American soil.
