In order to provide ample revenue for the new govern ment, Congress had passed a law taxing among other things the distillation of spirits. This law met with much opposi tion, and the collection of the tax was resisted especially in North Carolina and Western Pennsylvania. So open and undisguised was the resistance in the latter, that the officers were not only defied but threatened with personal violence should they attempt to collect the tax or even accept the office of collector.
