The act placed more power in the hands of the President than was acceptable to men who, by their voice and pen, if not by their pecuniary means, were aiding and abetting the enemies of the country, ^nd as they were not aware what moment they might be arrested and imprisoned for their despicable crimes, in their regard for their personal safety, they forgot their prudence, and abused the Executive.
