There was practically no ministry of foreign affairs in Paris, the Duke de Bassano, who was permitted to masquerade as foreign minister, being kept by Napo- leon at his hand, so that he could know and control every word to foreign powers. He himself had things upon his mind at Dresden and Leipsic of a kind that gave him no time to think of a modest American i8 minister, and it was November before he hastily got back to Paris and civil affairs, when at last Crawford was pleasantly received.
