1773] THE AFFAIR OF THE LETTERS. 279 May, 1767, describes the effort of the Assembly to min imize the power of Crown officials, and the bad treat ment of Hutchinson, " a gentleman to whom they are more indebted than to any man in the government. " The Governor ought to have more salary in these ex pensive days than 1000, which has been the cus tomary pay for thirty-five years. The Lieutenant- Governor has " no appointments [salary] as such. ...he Secretary has about 200, with some fees, but " perquisites and salary altogether are not the half of his annual expense. " In the following terms, he recom mends that Crown officers be provided for by the King : 66 The Crown did by charter reserve to itself the ap pointment of a Governor, Lieutenant-Governor, and Secretary : the design of this was without doubt to maintain some kind of balance between the powers of the Crown and of the people. But if officers are not in some measure independent of the people (for it is difficult to serve two masters), they will sometimes have a hard struggle between duty to the Crown and a re gard to self, which must be a very disagreeable situa tion to them, as well as a weakening to the authority of government.
