As a creator, he acts in all things according to his own sovereign will : in that exercise of his power, justice can have no place ; for nothing is due to what has no being. For, as a governor, the Almighty cannot possibly act according to his titwn mere sovereign will ; but, as he hns expressly told us, ac- cordi^ to the invariable rales both of justice and mercy. Whatso- ever, therisfore, it hath pleased him to do of his sovereign pleasure as Creator, he will judge the world in righteousness, and every man therein, according to the strictest justice.
