The grant will not be withheld under this Article until the following conditions ...have been fulfilled : "(i) The inspector must report the school or class inefficient and state specifically the grounds of such judgment, and the Board must, with the report, give formal warning that the grant may be withheld under this Article, if the inspector again reports the school or class to be inefficient. "(2) The inspector must, not less than twelve months later, and after a visit paid with due notice, again report the school or class inefficient, and again state specifically the grounds of such judgment.
